The NIE's intelligence agencies

In an earlier post the NIE and it's sixteen intelligence agencies were mentioned. Some neo-cons have taken the position that one of them in particular, or perhaps all of them, it's hard to say with that bunch, the CIA was out to undermine the Bush presidency. You can find out who all sixteen agencies are here. It's worth noting that these agencies come from the Defense, Justice, Homeland Security, Treasury, State and Energy departments of the United States government and each one has it's head managers selected by Bush himself. If neocons want to insist they are all out to get Bush, we should wish the US Congress would pay attention to this claim and start impeachment proceedings against him otherwise why would government want such a disliked and ineffective leader around ?
